Russian industry needs large-scale renovation of current manufacturing and ubiquitous implementation of fundamental new manufacturing models based on the fusion of «digital, intellectual and economical» manufacturing. That problem is primarily vital for the base of Russian industry — machine-building complex.

The dynamic development of national enterprises which would ensure technological breakthrough and advanced manufacturing productivity in the context of globalization and extreme competition may be achieved on the base of synergy from:

- development and implementation of innovations, timely supply of new materials, advanced technologies and world
  class equipment for the enterprises;
- advanced training of highly skilled personnel with world class competence for high technology manufacturing in machine
  building complex and adjacent industry sectors. The goal is to solve one of the most critical problems of national industry,
  the personnel problem.

The critical factors influencing the development of competitive products in shortest time cycles are the application of new materials and advanced science-driven computer design technologies and engineering computations.

The technological development of national industrial enterprises, usually being local economic mainstay and primary taxpayer, is inconceivable without complex region development on the base of government-private partnership, without development of innovative regional manufacturing facilities with synergetic advantage provided by two fundamentals:

- innovative development of the entire range of enterprises located on each individual region;
- innovative development of social infrastructure of the region.

The implementation of proposed integral innovative approach will enable the balanced and efficient socioeconomic development of Russian regions and industrial enterprises, the development of new global competitive performance sectors with positive development dynamics, which will be regularly «fed» by breakthrough technologies.
